    The Victim Compensation Fund defines the NYC Exposure Zone as the section of Manhattan south of Canal Street running from the Hudson River to the intersection of Canal Street and East Broadway, north on East Broadway to Clinton Street, and east on Clinton Street to the East River. The zone also includes any area related to or along the routes of debris removal, such as barges and the Fresh Kills landfill.

    U.S. government responds to environmental disaster

    The initial U.S. government response to 9/11 toxicity was not positive. The EPA assured us "the air is safe," urging millions of residents and workers to return prematurely. As the toll of responder illness and death climbed, Congress passed the first James Zadroga 9/11 Health and Compensation Act in 2010. When it became apparent the health crisis had not abated, Congress reauthorized the Zadroga Act in 2016, ensuring victims could receive health screenings, medical benefits, and compensation for 70 years. The Victim Compensation Fund will be open until December 18, 2020.
